Yes! Beyond the requirements by WorkSafeBC for a pre-renovation survey, all Regional Districts and/or Cities require a survey before they will issue you a building permit or inspect the premises. All landfills on the island also require documentation showing if your debris is clean of, or contains asbestos or lead.
You can, but be wary of this option! There are many risks associated with doing it yourself! Most cities or Regional Districts will not enter the premises to inspect if you do not have a letter from a ‘Qualified Person’ providing a guarantee that the premises are safe from potential exposure. Landfills will not accept the debris unless it is packaged/contained properly – according to WorkSafeBC regs. And lastly, you can still receive a ‘Stop Work Order’ from WorkSafeBC even as a homeowner, due to potential exposure to a hazardous substance.
Your best bet is to talk to a reputable consultant/contractor who deals with hazardous materials to weigh all your options.
